History of Sexual Abuse at VisionQuest in Pennsylvania
Examples of alleged abuse at the facility, and of conditions likely to lead to abuse, include the following:
- In May 2024, Levy Konigsberg filed a lawsuit against VisionQuest National Ltd. on behalf of 20 victims who were allegedly sexually abused as minors by staff members while placed at residential facilities in Pennsylvania.
Partner Anna Kull alleged that these incidents of sexual misconduct occurred over several decades.
- In July 2023, two families raised allegations of misconduct involving staff members at a VisionQuest facility in Milford, Delaware.
A 16-year-old boy alleged that an employee groped him. He also alleged that a staff member used a box cutter to intimidate youths and that a supervisor drank alcohol while on duty, recklessly driving while transporting youths.
Another family whose child was at the facility alleged that a staff member inappropriately touched children at the facility.
- In January 2014, Domenique McKillop, a former special education teacher at Vision Quest Standing Timbers Academy near Gouldsboro was arrested for allegedly having inappropriate contact with students.
State police alleged that during her employment from October 2012 to September 2013, McKillop had sexual contact and shared inappropriate photos with three male students aged 14, 15, and 16. These incidents allegedly took place on school grounds and inside her vehicle near the facility.
- In August 1994, the U.S. Department of Justice released a report detailing widespread physical and mental abuse at VisionQuest facilities in Franklin, Pennsylvania.
Records indicate that VisionQuest fired 13 staff members at the Franklin campus between 1992 and 1994 for known or suspected abuse. The facility conducted 147 investigations into alleged staff misconduct during that same period.
Specific allegations include staff grabbing youths’ groins, punching and hitting them in the face, and using dangerous restraints.
In 1992 and 1993, 63 restraints reportedly resulted in injuries such as fractured noses, a broken ankle, a dislocated arm, and chipped teeth. Some residents alleged they struggled to breathe or nearly passed out during these incidents.
Other allegations described staff slamming youths into walls and forcing them to stand outside in the cold as a form of punishment.
In one instance, a youth was allegedly left unconscious, peed on himself, and spit blood.
VisionQuest also allegedly failed to provide adequate medical care and did not meet federal requirements for special education services.
- In March 1985, a lawsuit was filed against VisionQuest and San Diego County following the death of a 16-year-old at a facility in Silver Springs, New Mexico.
According to the lawsuit, staff members allegedly ignored the victim’s repeated pleas for medical help. Staff allegedly forced him to participate in rigorous physical training. On the day he died, staff members reportedly took him to a room for a “managed exercise” session where he was allegedly verbally harassed and pulled around until he collapsed. He eventually died from a blood clot that traveled to his lungs.
- In March 1984, the New Mexico cancelled VisionQuest’s license to operate, following several violations and charges of child abuse within the program.
According to an investigation by Pennsylvania’s Auditor General, the organization allegedly prioritized business interests over the welfare of youths in its care.

These groundbreaking measures, which are expected to pass, will create new opportunities for survivors to step forward and obtain long-overdue justice. If passed, these measures would create a temporary two-year window for child sexual abuse survivors to file claims over abuse that occurred at any time in the past.
