According to authorities, the boy’s attacker tried to make him perform oral sex and then, after putting him under restraint, placed his hands down his pants and molested him for ten minutes. After facing charges of fourth-degree criminal sexual behavior, the attacker entered a guilty plea to aggravated assault.
Current and former employees have pointed out that abuse at the facility often stemmed from being chronically understaffed or from taking in patients who needed more care than the facility could safely provide.
- In 2020, a news report revealed that Macomb County officials stopped sending mental health clients to Harbor Oaks Hospital. This decision came after investigations and reports uncovered widespread physical abuse at the facility. Harbor Oaks was also criticized for not providing proof of staff training, quality control, or evidence of improved services.
- In 2017, in a four-month investigation by a news agency, a nurse claimed that the severe understaffing at Harbor Oaks allowed abuse to flourish. Six former employees mentioned that the hospital consistently ignored their pleas for more staff.
- In October 2015, a minor patient suffering from bipolar disorder was physically and sexually assaulted by another patient. On his first full day in the hospital, he was attacked by another patient so violently that he had to be taken by ambulance to the nearest emergency room. When he returned to Harbor Oaks, he was raped by a new roommate, a 44-year-old man with a developmental disability.
According to the victim’s mother, his mental health deteriorated severely after the experience.
