History of Sexual Abuse at Philadelphia Juvenile Justice Services Center (formerly known as Youth Study Center) in Pennsylvania

Examples of alleged abuse at the facility, and of conditions likely to lead to abuse, include the following:

• In October 2024, Levy Konigsberg and co-counsel filed a lawsuit on behalf of over 60 men and women who have filed sexual abuse lawsuits against entities such as Universal Health Services, the Pennsylvania Department of Human Services, Devereux Advanced Behavioral Health, and VisionQuest National for their decades-long failures to protect children from repeated sexual abuse while confined in their facilities. 

The juvenile detention and residential treatment centers covered in the lawsuits include Brooke Glen Behavioral Hospital, Foundations Behavioral Health, Fairmount Behavioral Health System, The Horsham Clinic, and The Meadows (all run by Universal Health Services); Loysville Youth Development Center, North Central Secure Treatment Unit, and South Mountain Secure Treatment Unit (all run by the Commonwealth of Pennsylvania); Delaware County Juvenile Detention Center; Carson Valley Children’s Aid; Devereux Advanced Behavioral Health; Northwestern Academy; Philadelphia Juvenile Justice Services Center; St. Gabriel’s Hall; and VisionQuest.

• In July 2024, it was reported that the Philadelphia Juvenile Justice Services Center faced allegations including overcrowding and complaints that children were allegedly denied access to education. 

• In October 2022, it was also reported that the facility allegedly faced severe overcrowding, with its population exceeding the intended capacity by up to 55%.

• In August 2011, a settlement was reached with an 18-year-old transgender woman who allegedly endured daily verbal abuse from staff and physical attacks by residents at the Youth Study Center.

• In September 1984, two youths allegedly forced a 15-year-old boy to engage in oral and anal intercourse while all three were detained at the facility.

As in other states across the country, Pennsylvania’s current statute of limitations for childhood sexual abuse claims has been criticized for barring numerous survivors from seeking justice and compensation for their damages and for failing to recognize accepted research about the considerable difficulties survivors face when processing their abuse and taking steps to come forward. Thanks to new efforts by advocates and lawmakers, however, there are now several pending measures before the Pennsylvania Legislature that seek to expand the rights of child sex abuse survivors.

These groundbreaking measures, which are expected to pass, will create new opportunities for survivors to step forward and obtain long-overdue justice. If passed, these measures would create a temporary two-year window for child sexual abuse survivors to file claims over abuse that occurred at any time in the past.
