History of Sexual Abuse in Illinois Youth Centers
High-profile sexual abuse cases, media reports, and investigations have shown that Illinois Youth Centers have had a widespread and systemic abuse problem for decades. The frequent incidents of staff abusing inmates, backed by public records and other evidence, highlight how the Illinois Department of Juvenile Justice (IDJJ) and IYCs failed to control a culture of secrecy and cover-ups, allowing this abuse to continue unchecked for years. These reports often point out systemic problems like insufficient staff training, poor supervision, and a failure to promptly address complaints.
A 2013 assessment by the U.S. Department of Justice titled “Sexual Victimization in Juvenile Facilities Reported by Youth, 2012” made a disturbing discovery. Illinois was among the top four states with the highest rates of youth inmate abuse in the country. This finding indicates that the State of Illinois has allowed a culture of abuse at its Youth Centers to flourish without effective intervention. Examples of sexual abuse in IYCs include the following:
- As of June 2024, the legal team at Levy Konigsberg had filed sexual abuse claims on behalf of more than 200 former juvenile inmates in Illinois. The survivors who submitted claims included people who had been sexually abused as far back as the 1990s all the way up to in recent years. The plaintiffs, now adults, were sexually molested as minors aged 10 to 17.
The lawsuits were brought against the State of Illinois for sexual abuse suffered by survivors at the hands of IYC staff. Some of these people were sexually molested at multiple Illinois Youth Centers.
- In May 2024, Levy Konigsberg filed a lawsuit on behalf of 95 former inmates alleging that sexual abuse by staff was widespread and systemic at IYCs for decades. The plaintiffs were 12 to 17 years old and were detained in the Youth Centers between 1996 and 2017 when the assault occurred. Many of the survivors claimed they were threatened or compensated for their silence.
The lawsuit alleges sexual abuse by prison officers, sergeants, nurses, therapists, a chaplain, and others at nine youth centers across the state, including Chicago, Joliet, Harrisburg, Murphysboro, and Warrenville. Several of the locations have since closed. While the complaint includes accusations through 2017, it allegesthat sexual abuse is still prevalent in the juvenile detention facilities.
- In 2021, Antoinette Perkins entered a guilty plea to the charge of criminal official misconduct. During her employment as a juvenile justice specialist at the St. Charles Illinois Youth Detention Center, she had a sexual relationship with a young detainee. She received a sentence of 100 hours of community service and 30 months of probation.
- In 2007, a former inmate at a Youth Center in St. Clair County filed a civil lawsuit, which ended in a $900,000 settlement. The lawsuit accused a detention center guard, Thomas O’Donnell Jr., 53, of repeatedly abusing the boy while he was detained. The plaintiff also claimed St. Clair County was negligent in hiring O’Donnell despite his questionable history. In the related criminal case, O’Donnell pleaded guilty to official misconduct, custodial sexual conduct and two counts of aggravated abuse in April 2008 and was sentenced to 48 months of probation.
