Among the facilities mentioned in the lawsuits is the state-run Loysville Youth Development Center.

They claim the department failed to protect them from repeated sexual abuse while they were confined as juveniles in state-run facilities. The lawsuit states that, despite federal investigations highlighting high rates of abuse and numerous reports of poor conditions and treatment, Pennsylvania DHS allowed this culture of abuse to continue.

• In January 2010, a U.S. Department of Justice report revealed troubling news about the Loysville Youth Development Center. It found that about 12% of the youth inmates reported being sexually abused by staff.
• In December 2010, a Loysville Youth Development Center staffer was charged with institutional sexual assault against a resident. Melanie Louise Hill, 25, allegedly had intercourse with a facility resident who was 18 years old. She was a youth development assistant in the resident’s cottage.

If passed, these measures would create a temporary two-year window for child sexual abuse survivors to file claims over abuse that occurred at any time in the past.
