Rebecca Kimmel is a partner at Levy Konigsberg LLP where she is a dedicated advocate for survivors of sexual abuse.  Rebecca focuses her practice on representing individuals who were sexually abused in correctional facilities, juvenile detention centers, residential treatment programs, and psychiatric hospitals.

Anchored in her commitment to justice and thoughtful legal strategy, Rebecca has secured significant recoveries for her clients and held institutions and government entities accountable for systemic failures that enabled abuse. Her work has helped expose long-standing patterns of misconduct and institutional neglect, enabling survivors to pursue justice and accountability.

Throughout her time at Levy Konigsberg, Rebecca has written, argued, and won numerous motions in state and federal courts across the country. Rebecca has been particularly instrumental in developing and litigating Levy Konigsberg’s groundbreaking cases against New York City and New York State under the Adult Survivors Act for allowing correction officers at the Rose M. Singer Center and in New York State prisons to sexually abuse inmates for decades with impunity.  She also represents dozens of clients abused in residential treatment centers and psychiatric hospitals across New York, New Jersey and Pennsylvania.  

In 2024, Rebecca prevailed on a motion to file a notice of claim outside of the typical time period allotted to do so on behalf of her client, a survivor of sexual and physical abuse perpetrated by correction officers in a New York jail—an essential victory that allowed her client’s case to proceed against the county and related entities responsible for enabling the abuse.

Prior to working at Levy Konigsberg, Rebecca was a litigation associate at a large multi-national firm where she handled complex legal matters in both state and federal courts. 

Rebecca earned her J.D. from the University of Virginia School of Law and her undergraduate degree from Tufts University. She is admitted to practice in New York, New Jersey and the Southern District of New York.
