Clark Binkley is a partner at Levy Konigsberg, where he represents survivors of institutional sexual abuse throughout the country.

Clark has spearheaded some of the firm’s largest litigations, including several targeting decades of abuse at state-run juvenile detention facilities. Between 2023 and 2024, Clark filed cases on behalf of over 200 victims of sexual abuse at Maryland’s juvenile detention facilities, garnering national media attention and positioning Levy Konigsberg as one of the leading firms utilizing recent Maryland’s Child Victim’s Act. In 2024, Clark filed the first cases addressing widespread sexual abuse in Pennsylvania’s state-run juvenile detention centers, finally giving survivors of these facilities a voice. Melding a commitment to individual clients and expertise in large-scale litigation, Clark’s work continues to shine a spotlight on the scope and pervasiveness of abuse in the juvenile justice system.

Clark also leads many of Levy Konigsberg’s national investigations, uncovering abuse at institutions where victims have long suffered in silence, and developing innovative legal theories to expand the firm’s ability to help those in need.

Prior to joining Levy Konigsberg, Clark was the managing attorney at a boutique law firm representing individuals and nonprofit organizations in civil rights, environmental, animal welfare, human rights, and consumer protection litigation. His work included federal civil rights litigation on behalf of victims of police brutality, class actions regarding environmental contaminants in consumer products, and the pioneering use of false advertising laws to shine a light on goods sold in the United States that were made with forced labor overseas.

Clark’s prior experience also includes work in nationwide mass torts litigation, fighting corporate malfeasance while representing thousands of victims of defective medical devices and pharmaceuticals.

Clark received his J.D. from New York University School of Law, where he developed his passion for using the law as a tool for social good. While at NYU, Clark participated in the Civil Rights Clinic with the New York Civil Liberties Union, successfully advocating for the rights of families of indigent persons who had been buried in paupers’ graves by the City of New York. He also interned with the Civil Rights Division of the United States Department of Justice, where he worked on antidiscrimination litigation, and with the Center for Constitutional Rights, where he fought against inhumane conditions of confinement in state and federal prisons.

Originally hailing from California, Clark is a graduate of the University of California – Berkeley and is a former teacher. While always a Californian at heart, Clark is proud to now call New York home. He lives in the Hudson Valley with his wife, son, and two cats.

Clark is admitted to practice in New York, New Jersey, and Maryland.
